Subject: Medical Decision Makers Licensed in Texas

Whereas, Many commercial insurance plans have outsourced the management of prescription drugs to a third party, Pharmacy Benefit Managers (PBMs), as a way of controlling costs particularly for off-formulary drugs; and
Whereas, Many commercial insurance plans have outsourced preauthorization of procedures to third party entities, such as Med Solutions, as a way of controlling costs; and
Whereas, Third-party outsourced decision makers who have no Texas medical license are making medical decisions every day in Texas; therefore be it
RESOLVED, That the Texas Medical Association gather evidence of medical decisions made by third-party entities for the purpose of documenting the impact on medical practices and patients and explore the possibility of legislative action to assure that all medical decision makers are licensed in the State of Texas.
