In May 2006, the House of Delegates adopted Resolution 101-A-06 submitted by the Medical Student Section. It asked that student members serving as special appointees to association councils and committees be granted the right to vote and count toward a quorum. The house adopted the resolution.

The Council on Constitution and Bylaws reviewed TMA Bylaws and determined appropriate amendments to accomplish this change.

Recommendation 1: Amend Chapter 10, Councils, Section 10.40, Meetings, attendance, and quorums, as follows:

            A majority of voting members to include student special appointees, if present (see Section 11.30) , exclusive of special appointees as defined in 11.30, shall be required to officially transact business.

Recommendation 2: Amend Chapter 11, Committees, Section 11.214, Meetings and quorums, as follows:

           11.214  Meetings and quorums. Should any standing committee meet less than twice during the entire year between the end of one annual session and the end of the following annual session of the association, the committee shall be abolished.

            A majority of voting members to include student special appointees, if present (see Section 11.30) , exclusive of special appointees , shall be required to officially transact business.

Recommendation 3 : Amend Chapter 11, Committees, Section 11.30, Special appointees, as follows:

            At the discretion of the president, representatives recommended by the Resident and Fellow Section, Medical Student Section, and TMA Alliance (TMAA) may be designated special appointees to association councils and committees. Appointments shall be made by the president for one year. Resident and Fellow Section (RFS) and Medical Student Section (MSS) representatives shall have voting privileges; voting privileges may be granted to medical students and alliance members at the discretion of the council or committee to which they are appointed. Even though special appointees may have the right to vote, they RFS and TMAA representatives shall not be counted in the determination of a quorum.
