Medicare Opt Out: The Medicare law should be amended to allow physicians to opt out of the Medicare program on a one-time basis. The opt-out period should be for at least two years and should be effective indefinitely until the physician chooses to join or rejoin Medicare as a participating or non-participating physician. The Centers for Medicare & Medicaid Services also should allow for a safe harbor period for a physician to opt out of the Medicare program properly without penalty for a set period of time, if the physician has not been opting out every two years (Res. 412-A-13).
