Medical Licensing Requirements: The Texas Medical Association supports the requirement that all international medical graduates (IMGs), regardless of citizenship status, must have a valid Educational Commission for Foreign Medical Graduates (ECFMG) certificate to begin residency training, and to qualify for full medical licensure. ECFMG certification is required for IMGs to begin residency at programs accredited by the Accreditation Council for Graduate Medical Education (ACGME) and is also required for IMGs to take Step 3 of the US Medical Licensing Examination (USMLE).
TMA continues to support licensure of all physicians in Texas under the aegis of the Texas Medical Board. TMA believes a special examination for licensure of international medical graduates is not necessary, and that all allopathic candidates for licenses should sit for the same examination, which is now the USMLE.
Further, TMA supports expanded leadership opportunities for IMGs within the association (Council on Medical Education, p 99, I-94; amended CME Rep. 4-A-04; amended CME Rep. 2-A-14).
