Opposition to New State Licensing Category for Physicians Who Do Not Complete Residency Training: The Texas Medical Association opposes the creation of special licensing pathways for physicians who have not completed a year of residency training. Further, TMA recognizes primary care as encompassing specialties that require the completion of a full residency training process in the relevant specialties. TMA opposes lower standards of licensing for physicians and other health professions in medically underserved areas (CM-PDHCA Rep. 2-A-15; amended CME Rep. 6-A-19).
