Division of Advocacy

The Division of Advocacy directs the association's legislative and political programs, including seeking sponsors and obtaining support for bills to be enacted, working for the passage or defeat of state and federal legislation, and supporting state and federal candidates to public office. 

The division coordinates physician and alliance member education and participation in legislative issues and political races, manages TEXPAC campaign contributions, and organizes direct physician and alliance contact with elected officials.

  • Coordinates TMA's legislative program.
  • Lobbies legislative policies adopted by the House of Delegates before the Texas Legislature and U.S. Congress.

Health Policy

Health Policy represents and advocates for TMA on:  regulatory and health policy issues at state and federal levels through support and guidance to public, private and legislative agencies; refinement and communication of the health care delivery system, particularly focusing on managed care; and development and implementation of Association policy on these issues.

Payment Advocacy

Represents the Association on advocacy, member service and policy development activities that affect the economics of medical practice; implements TMA policy concerning both traditional Medicare and Medicare managed care, Medicaid and other third-party reimbursement systems and provides hands-on assistance to physicians about reimbursement issues; addresses regulatory hassles imposed on physicians by government agencies, third-party payors and managed care plans; develops educational materials to assist physicians and their office staffs in meeting constantly changing regulatory requirements; advocates for payment and coverage policies through liaison with the Texas Medicare and Medicaid carriers, Payment Advocacy, Texas Workers’ Compensation Commission, private insurance carriers, and managed care plans.

Research & Data Analysis 

Serves as technical resource on physician fee schedule, research and federal regulatory issues for Health Policy and conducts TMA’s socioeconomic/political physician survey. The Department of Research & Data Analysis reports directly to Genevieve Davis, Associate Vice President of Payment Advocacy.

Governmental Affairs

The Office of Governmental Affairs interfaces with the Division of Public Affairs to coordinate the division's legislative, regulatory, and policy development activities, thereby ensuring consistency and continuity between policy development and rule-making. Additionally, the office oversees TMA's involvement in the issuance and adoption of agency rules and regulations resulting from state and federal legislation. Among the policy areas managed by the Office of Governmental Affairs are Medicaid managed care, health care information council, indigent care, and rural health, including implementation of the recently enacted rural community health system bill.

Political Education

  • Coordinates Texas Medical Association Political Action Committee (TEXPAC), a nonpartisan political action committee that provides financial support and grassroots organization on behalf of candidates for public office.
  • Promotes political involvement of TEXPAC members in state and federal elections.
  • Strives to enhance awareness of political and legislative issues affecting the delivery of quality health care and public health in general.
