REPORT OF BOARD OF TRUSTEES

BOT Report 11-A-07
Subject: TEXPAC, TMAIT, TMFHQI, and TMLT
Presented by: C. Bruce Malone, MD, Chair

Appointment of TEXPAC Board of Directors
TMA Bylaws provide that the Board of Trustees shall provide general policy and operational supervision of TEXPAC, that the TEXPAC Board of Directors shall report to the Board of Trustees, and that members of the TEXPAC Board of Directors shall be appointed by the Board of Trustees.

At its meeting in February 2007, the Board of Trustees appointed the following TEXPAC officers for 2007-2008:  Manuel L. Acosta, MD, El Paso, chair, Board of Directors; Susan M. Strate, MD, Wichita Falls, chair, Candidate Evaluation Committee; and Joe M. Todd, MD, Fort Worth, chair, Membership Committee.

Members of the 2007-2008 Board of Directors will be appointed as nominations are received from TEXPAC's officers.

Texas Medical Association Insurance Trust Board of Trustees
The TMA Board of Trustees has a responsibility to appoint four members of the Texas Medical Association Insurance Trust Board of Trustees.  The board also fills the position reserved for a member of the Young Physician Section.  In addition, the board offers nominations for the remaining three positions, which are elected by policyholders through the proxy mechanism.

One member of the TMAIT board completed tenure in 2006.  George O. Zenner, MD, Houston, had served since 1997.  In July 2006, to fill the position, the TMA board appointed Robert Alan Light, MD, Houston, to a three-year term on the Texas Medical Association Insurance Trust Board of Trustees.

The TMA board also reappointed Harry E. Hall, MD, Lubbock, to a final three-year term and nominated Patrick S. Pevoto, MD, Austin, for reelection to a final three-year term. Dr. Pevoto subsequently was reelected by TMAIT policyholders.

In 2007, one member of the TMAIT board will complete tenure and one member will be eligible for reappointment.

TMF Health Quality Institute Board of Trustees
The TMF Health Quality Institute (formerly Texas Medical Foundation) Board of Trustees is composed of nine physicians who are doctors of medicine, three doctors of osteopathy, two Medicare beneficiary representatives, and one non-physician health care professional, for a total of 15 elected members.  The immediate past president serves ex-officio with vote.

Nominations for places on the TMFHQI board to be filled by MDs are solicited from the Texas Medical Association.  In addition, a general notice is sent to TMFHQI members, who may offer nominations. TMFHQI's nominating committee then meets to choose one or more nominees for each place to be filled.  The report of the nominating committee is sent to the entire TMFHQI membership along with a proxy card.  The election, by those attending and by proxy, is held during the institute's annual meeting in July.

For 2007, C. Bruce Malone, MD, Austin, and Robert H. Emmick Jr., MD, El Paso, were reelected to three-year terms on the TMFHQI board.

The Texas Medical Association Board of Trustees maintains active liaison with the Board of Trustees of the Texas Medical Foundation Health Quality Institute through its TMA/TMF Liaison Committee.

Texas Medical Liability Trust Board of Governors
Nominations to the Texas Medical Liability Trust Board of Governors are made by the TMLT board and submitted to the TMA House of Delegates by the TMA president.  Policyholder nominations also are reported to the house for information.

In May 2006, Robert T. Gunby Jr., MD, reported the following TMLT board nominations, and they were approved by the house:  A. Compton Broders III, MD, Dallas, emergency medicine, for election; Arthur F. Evans, MD, Lindale, neurological surgery, for election; and Jimmy L. Strong, MD, Abilene, pediatrics, for reelection.

In September, Ladon W. Homer, MD, sent a letter to members of the house reporting policyholder nominations:  Donald R. Butts, MD, Houston, colon and rectal surgery; Carlos A. Cardenas, MD, San Antonio, gynecology; Kamal G. Khalil, MD, Houston, thoracic surgery; and Patrick G. Woods, MD, Houston, emergency medicine.

TMLT policyholder elections were conducted by mail vote.  Dr. Butts and Dr. Evans were elected and Dr. Strong was reelected.  In January, TMLT board officers were elected as follows:  Dave W. Kittrell, MD, chair; Robert I. Parks Jr., MD, vice chair; and Stuart D. McDonald, MD, secretary/treasurer.

The Texas Medical Association Board of Trustees maintains active liaison with the Board of Governors of the Texas Medical Liability Trust through its TMA/TMLT Liaison Committee.
