QPP: Last day to submit data for the 2019 Quality Payment Program: Merit-Based Incentive Payment System and advanced alternative payment models
The Centers for Medicare & Medicaid Services (CMS) developed the Quality Payment Program (QPP) to implement the two payment tracks required by the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA). The two tracks are the Merit-Based Incentive Payment System (MIPS) and advanced alternative payment models (APMs). The QPP is an annual reporting program that affects Medicare payment two years later. The third QPP performance year was Jan. 1-Dec. 31, 2019. Eligible physicians and clinicians who are required to participate in the 2019 QPP must report data to CMS by April 30.

Participation in the 2019 QPP affects Medicare payment in 2021. Due to the COVID-19 pandemic, CMS moved the deadline from March 31 to April 30. Eligible clinicians who have already submitted their 2019 MIPS data, or submit their data by the new deadline, will be scored and receive a payment adjustment under the normal method. Eligible clinicians who have not submitted any MIPS data by April 30 will qualify for the “automatic extreme and uncontrollable circumstances” policy and will receive a neutral payment adjustment, meaning no bonus payment or 7% payment penalty in 2021.
