205.037 Exceptions to Deadlines for Setting Medicare GME Funding Caps: The Texas Medical Association believes medical schools and teaching hospitals located in areas that are medically underserved and economically depressed should be allowed exceptions to the five-year deadline for the setting of Medicare graduate medical education (GME) funding caps. Due to limited resources and the lack of infrastructure, teaching programs in underserved areas face additional challenges in establishing residency programs. TMA believes flexibility is needed to allow sufficient time for eligible teaching partners to be identified and for a full complement of residency programs to be established, in accordance with accreditation standards.
TMA supports flexibility in establishing the conditions for the waiver of the five-year time limit based on an area’s unique circumstances, but generally supports a time limit between seven and 10 years (CME Rep. 3-A-17).
