Governor Outlines Legislative Agenda

Gov. Rick Perry took some forceful stands on issues critical to the long-term health of Texas and Texans in his State of the State address to the legislature last week. They included protecting Texas' landmark medical liability reforms; supporting adult stem cell research; funding for cancer prevention, detection, and screening in Texas; and incentives to improve the physical fitness of Texans.

The governor also recommended that businesses with less than $1 million in taxable revenue should not pay the franchise tax. The threshold now for a total exemption is $300,000, while those with revenues of less than $900,000 pay less than the 1 percent paid by other businesses subject to the tax.

TMA President Josie Williams, MD, lauded the governor's address and said most of his health care proposals "fit snugly within Doctor's Orders: TMA's Prescription for a Healthy Texas, the treatment we prescribe for Texas to return to physical and fiscal health."
